Governance Statement Report
After several years of publishing a Statement on Internal Control (SIC), moving to a less prescriptive governance statement has been a new challenge for many government organisations.
The days are gone wherein the Accounting Officer simply had to put his or her name to a statement that looked very similar, regardless of the department or agency to which it related. Thus, the change should have meant a significant move away from boiler plate statements which simply provided some background information on topics that were mandated for the inclusion.
The new format therefore provides more freedom and the ability to tailor the statement to the needs of each organisation. Our discussions with those involved revealed, however, that this also presented a number of new challenges.
